Monday November 9, 2009
The current Nominating Committee of the Democratic Party of Racine County wants to further update all DPRC members regarding the DPRC election process which will elect the Officers and the Executive Board of the county party at the November membership meeting.
The Nominating and Election Committee following the DPRC Constitution regarding nominations at the October DPRC membership meeting has accepted and presented the following slate of qualified candidates:

Due to the fact that there are no contested races for positions on the DPRC Executive Board and following a consultation and review of the DPW and DPRC Constitutions with Jason Rae from the Democratic Party of Wisconsin, it has been determined that the November DPRC Executive Board election is unnecessary. The above listed candidates will be proclaimed by acclamation at the November membership meeting as the new executive board for the DPRC to be installed as of January 1st, 2010.
Members are encouraged to attend the November membership meeting as usual. Refreshments will be available as well as information regarding federal, state, and local issues to be discussed.
There are 7 vacant At Large Board positions to fill the 14 seats allowed by the DPRC Constitution.
If you are interested in filling one of these positions for the 2 year term beginning as of January 2010, please contact either Rachel Trobaugh or Jeff Van Koningsveld.

Health Care Why We Need Reform:
Over 46 million Americans have no medical coverage at all, millions more are under-insured or fear losing coverage. If we continue on our current path health care costs will continue to soar and within the next decade one out of every five dollars will be spent on health care.
This is unacceptable, the system is broken and we cannot postpone meaningful reform any longer.
What's in it for you:
Everyone will benefit from eight protections that will ensure stability and security for families across the country.
1. Coverage Regardless of Pre-Existing Conditions
Insurance companies will be prohibited from refusing coverage because of medical history.
2. An end to Exorbitant Out-of-Pocket Expenses, Deductibles or Co-Pays Insurance companies will have to abide by yearly caps on how much they can charge for out-of-pocket expenses.
3. Full Coverage for Preventive Care Insurance companies must fully cover - without charge - regular checkups and tests that help prevent illness, including mammograms or eye and foot exams for diabetics.
4. No Dropped Coverage for Seriously Ill Insurance companies will be prohibited from dropping or lessening coverage for people who become seriously ill.
5. No Gender Discrimination Insurance companies will be prohibited from charging people more because of their gender.6. No Annual or Lifetime Caps on Coverage Insurance companies will be prevented from placing annual or lifetime caps on the coverage people receive.7. Extended Coverage for Young Adults Children will be eligible for family coverage through the age of 26.8. Guaranteed Insurance Renewal Insurance companies will be required to renew a policy as long as the policyholder pays their premium in full. Insurance companies won’t be allowed to refuse renewal if someone becomes sick.
Your choice of doctors and plans will be protected, those that are happy with their current coverage can keep it or choose a new plan - including a public option.
How to pay for it:
President Obama knows covering more Americans will not be cheap, but he has promised that health care reform will not add to our deficits over the next decade, and will reduce it in the long term. Hundred of billions of dollars worth of savings and efficiencies have already been identified which will cover about two-thirds of reform. The other third will be paid for by raising revenue and Congress is currently debating the best way to do this.
The President has already formed a coalition, unlike anything that has ever existed before - hospitals, doctors, nurses and pharmaceutical companies have all agreed the status quo is unsustainable and are committed to bringing health care costs down.

Monday October 12, 2009
The current Nominating Committee of the Democratic Party of Racine County wants to inform all members of the DPRC election process which will elect the officers and the executive board of the party in November.
A Nominating and Election Committee consisting of five (5) members shall be elected by the membership at the September meeting of the odd-numbered years. No candidate for elective office shall be eligible to serve on the Nominating and Election Committee. Acceptance of nominations for the Nominating and Election Committee by any member must be by verbal consent of so-nominated member present at this meeting, or by written consent to the Secretary before starting nominations.
This committee shall serve for a period of two (2) years, and shall preside over all nominations and elections. This committee shall elect its own chair.
The Nominating and Election Committee may present a slate of qualified candidates, provided they have obtained written permission of these candidates to place their names in nomination. The slate may present more than one candidate for each position to be filled. This slate shall be presented at the regular October membership meeting preceding the election in November.
Nominations from the floor at the October membership meeting may be accepted in person by the so-nominated member present at this meeting, or nominations may be accepted by the nominee in writing, delivered to the Secretary before nominations are requested, at the October membership meeting preceding the November election.
n the event a full slate is not nominated, the Executive Board may fill any vacancy(ies) at the next regular board meeting.
It shall then become the duty of this committee to have printed in ballot form the names of all candidates for the various offices and distribute same to the membership at the November general election.

All members shall be informed in writing of the time, place and voting hours not less than 10 days prior to the election. In the event of a run-off, the Election Committee shall set the time, date and place of the run-off. The date is to be no later than 15 days after the election.
All members shall be checked against the list of members of the organization and all such members in good standing, that is whose dues have been paid for the current year, shall be eligible to vote. A member’s dues and application card must be received by the Secretary at least five (5) days prior to the monthly meeting at which an election will be held before a member is eligible to vote in said election.

Members in good standing are encouraged to consider running for the Executive Board.

Healthcare for All
The American people understand that good health is the foundation of individual achievement and economic prosperity. Ensuring quality, affordable health care for every single American is essential to children's education, workers' productivity and businesses' competitiveness. We believe that covering all is not just a moral imperative, but is necessary to making our health system workable and affordable. Doing so would end cost-shifting from the uninsured, promote prevention and wellness, stop insurance discrimination, help eliminate health care disparities, and achieve savings through competition, choice, innovation, and higher quality care.
Health care reform must also provide adequate incentives for innovation to ensure that Americans have access to evidence-based and cost-effective health care. Skyrocketing premiums and out-of-pocket medical costs are battering family budgets, eroding U.S. competitiveness in the global economy and threatening the American standard of living, once the envy of the world. As President Barack Obama and his economic advisers have repeatedly said, health costs are increasing at an unsustainable rate, and the national economy will not thrive unless they are reined in. Health care reform that guarantees quality, affordable care for everyone in the United States — and offers the choice of a public health insurance plan — can do what our private health insurance system has failed to do: provide economic security for families and the nation.
An overwhelming majority of Americans say they agree. A new survey sponsored by the independent, nonpartisan Employee Benefit Research Institute shows 83 percent of Americans support the public health insurance plan option — despite relentless, misleading attacks by a vocal minority in Congress who misrepresent the concept and the positive impact of a public health insurance plan. Half-measures, such as those being proposed by self-interested opponents of authentic health reform, will not provide Americans with health security or enable them to afford the care they need.
This report documents the irrefutable conclusion that health care and health insurance are becoming increasingly unaffordable for a growing portion of the U.S. population.
Highlights:
In the last nine years, the cost of health insurance has risen 120 percent while wages grew only 29 percent. Health insurance premiums have risen so high that experts forecast 52 million Americans will be uninsured next year.
The lack of health insurance coverage causes 22,000 deaths each year in the U.S. People without health insurance are more likely to delay medical care, to get less care and to die when they get sick.
Among the uninsured, 80 percent are employed. Total health insurance premium contributions and cash outlays for an average family of four climbed 7.4 percent this year to $16,771.
The average combined cost of health insurance premiums paid by employers and workers climbed to $12,680 for family coverage in 2008.
The number of Americans in families with problems paying medical bills in 2007 climbed to 57 million, or one in five, up from one in seven in 2003.
Since 2004, employees have seen their cash outlays for health insurance co-payments and deductibles climb by 40 percent. The monetary value of employer-based health benefits declined from 2004 to 2007 as American families were required to spend more of their own money.
Health insurers have resorted to saving money by limiting benefits, using maneuvers such as imposing sharply higher co-payments on expensive drugs needed to treat life-saving diseases.
In bankruptcy courts, 62 percent of filers said medical bills contributed to their debts in 2007.
About 45 percent of Americans say they are "very" worried about having to spend more on health insurance premiums and medical costs.
Enrollment in low-premium, high-deductible health insurance products known as "consumer-directed health plans" rose to 8 million as more companies herded workers into the coverage whether they wanted it or not.
DPRC Activists are strongly encouraged to participate in any and all legislative listening sessions. We need to put our supporters on the streets at all of these events in Racine county and our extended area including the 1st Congressional District.
Networking with other area organizations (i.e Community for Change) to coordinate our efforts and increase the numbers of supporters we can put in front of the media and the public to advance our position on the health care reform issue.
Our elected representatives are trying to gauge public sentiment on the health care reform issue, and they get their read from the numbers of active supporters they see at these public events.
Please be aware that Congress has not yet formulated one bill, and that no final decisions have been made about what will be included in health care reform. Nevertheless, there are still countless rumors swirling about “the health care bill,” many of which are meant to scare older Americans. A good rule of thumb is that if it sounds too ridiculous to be true, it probably is.
With a little research you will find that:
Health care reform will replace Medicare and Medicaid is FICTION.
Health care reform will cut Medicare and take away choices for seniors is FICTION.
The government is creating a “Czar” who will decide what treatments are best for certain conditions and force physicians to treat patients in a certain way is FICTION.
We have a great deal of work to do to realize success in achieving real health care reform. Please be engaged and participate in our democratic process.

Please contact Meg to get on the list of volunteers scheduled to canvass. We hope that all steering committee members will canvass themselves and will talk to their friends/family about helping. I know that this is a drive for some of you but since we aren't able to hold canvasses in all 72 counties at this time, we would really appreciate you driving and helping out on the nearest canvass.
We do need a head count (by this Thursday the 6th) of those signed up to canvass in order to move forward on the targeting and to get you the appropriate number of walk packets.
Please continue to recruit folks to canvass as we will continue to check in during the next two weeks to get an update on how many volunteers are scheduled to help.
In addition, the person/s who will train your canvassers on the morning of the event should plan on joining a conference call with Will Lemke, our Green Bay field staff, on Monday/Tuesday, August 17th/18th at 6:30 pm. Will will review the script, info recording sheet and answer any of your questions. We will be in contact again once we have a call in number and code for your canvass trainers.
Finally, the lit piece will be completed this week. It is my plan to deliver it across the state in the week or two before the canvass. The American people understand that good health is the foundation of individual achievement and economic prosperity. Ensuring quality, affordable health care for every single American is essential to children's education, workers' productivity and businesses' competitiveness. We believe that covering all is not just a moral imperative, but is necessary to making our health system workable and affordable. Doing so would end cost-shifting from the uninsured, promote prevention and wellness, stop insurance discrimination, help eliminate health care disparities, and achieve savings through competition, choice, innovation, and higher quality care.
Health care reform must also provide adequate incentives for innovation to ensure that Americans have access to evidence-based and cost-effective health care. Research should be based on science, not ideology. For the millions of Americans and their families suffering from debilitating physical and emotional effects of disease, time is a precious commodity, and it is running out.
A recent study by the White House Council of Economic Advisers shows that small businesses pay far more per employee for health insurance than a larger company.
Small businesses pay up to 18 percent more to provide health care coverage for their employees, and as a result, fewer small businesses provide those benefits and the number is growing in these financially challenging times.
The study shows that 49 percent of businesses with 3 to 9 workers and 78 percent of businesses with 10 to 24 workers offered any health care insurance in 2008, while 99 percent of companies with more than 200 employees offered health insurance benefits.
The study found that small companies pay proportionately more for health insurance than large companies because they lack bargaining power and incur greater administrative costs.
President Obama said, “Right now, they are getting crushed by skyrocketing health care costs.”
As the U.S. House and Senate moves forward to finish comprehensive health care reform legislation, congressional Republicans and their allies in the corporate health care world—especially the private health insurance industry—are following a well-crafted, but lie-filled, propaganda script to kill health care reform.
An insurance industry insider offers further proof why health care reform is so desperately needed—especially a plan that includes a strong public health insurance plan option and curbs to prevent the insurance industry’s abusive practices.
By use of the words “rationing,” “government takeover,” “bureaucrats” and “doctor-patient” in reference to health care reform on the floor of Congress the Republicans are trying to scare the American public away from desperately needed health care reform.
The defenders of the current health care system—more or less controlled by the private insurance industry—should give a listen to the former chief spokesperson for the insurance giant Cigna. Maybe then they wouldn’t be so quick to condemn the public plan option that would give families the choice of keeping their private insurance or choosing the public plan.
Wendell Potter tells Democracy Now’s Amy Goodman:
I saw how they confuse their customers and dump the sick—all so they can satisfy their Wall Street investors.
The insurance industry and Wall Street investors, writes Goodman on Truthdig: are addicted to massive profits and double-digit annual rate increases. To squeeze more profit, Potter says, if a person makes a major claim for coverage, the insurer will often scrutinize the person’s original application, looking for any error that would allow it to cancel the policy. Likewise, if a small company’s employees make too many claims, the insurer, Potter says, “very likely will jack up the rates so much that your employer has no alternative but to leave you and your co-workers without insurance.”
Potter says the insurance industry fears the possibility of a public plan and the choice it would give consumers.
They’ll pull out all the stops they can to defeat that to try to scare people into thinking that embracing a public health insurance option would lead down the slippery slope toward socialism…putting a government bureaucrat between you and your doctor. They’ve used those talking points for years, and they’ve always worked.

MADISON – Republican gubernatorial wannabe Scott Walker and his motorcycle entourage will splurge on expensive out-of-state hotel rooms in Duluth, MN following his June 22, 2009 campaign tour -- rather than supporting a Superior, WI hotel located just five minutes away.
Walker and his entourage occupied 25 rooms at the Hampton Inn in Duluth, June 22, at $157 per-night, representing a total gift of $3,925 from Walker to the state of Minnesota.
“Despite his campaign rhetoric, Wisconsin businesses clearly aren’t good enough for Scott Walker,” said Mike Tate, Chair of the Democratic Party of Wisconsin. “When it comes to supporting Wisconsin businesses and jobs, Scott Walker talks the talk, but he doesn’t walk the walk.
A call to the Hampton Inn confirmed that all 25 rooms in Walker’s block have already been reserved, meaning that Walker’s entourage will fork over a total of $3,925 to the state of Minnesota. Walker is illegally using a combination of taxpayer dollars and corporate contributions to fund the campaign tour.
In the event that Walker chooses to reconsider his hotel choice, the DPW has taken the liberty of mapping out a route to a nearby Wisconsin hotel. Rooms at the Best Western in Superior, located just five minutes from where Walker will stay, run for just $89 per-night. See the directions to the Best Western: “At a time when Wisconsin businesses are in need of support, Scott Walker is splurging on out-of-state hotel rooms and showering Minnesota businesses with thousands of Wisconsin dollars,” said Tate.

Economic Stewardship
In this time of economic transformation and crisis, we must be stewards of this economy more than ever before. We will maintain fiscal responsibility, so that we do not mortgage our children's future on a mountain of debt. We can do this at the same time that we invest in our future. We will restore fairness and responsibility to our tax code. We will bring balance back to the housing markets, so that people do not have to lose their homes. And we will encourage personal savings, so that our economy remains strong and Americans can live well in their
retirements.
We must reform our tax code. It's thousands of pages long, a monstrosity that high-priced lobbyists have rigged with page after page of special interest loopholes and tax shelters. We will shut down the corporate loopholes and tax havens and use the money so that we can provide an immediate middle-class tax cut that will offer relief to workers and their families. We'll eliminate federal income taxes for millions of retirees, because all seniors deserve to live out their lives with dignity and respect. We will not increase taxes on any family earning under $250,000 and we will offer additional tax cuts for middle-class families.
We will ensure that the foreclosure prevention program enacted by Congress is implemented quickly and effectively so that at-risk homeowners can get help and hopefully stay in their homes. We will work to reform bankruptcy laws to restore balance between lender and homeowner rights. Because we have an obligation to prevent this crisis from recurring in the future, we will crack down on fraudulent brokers and lenders and invest in financial literacy. We will pass a Homebuyers Bill of Rights, which will include establishing new lending standards to ensure that loans are affordable and fair, provide adequate remedies to make sure the standards are met, and ensure that homeowners have accurate and complete information about their mortgage options. We will support affordable rental housing, which is now more critical than ever.

We continue to build our momentum and refine our strategy to assist and support quality elected representatives in our communities, county, state, and federal government in rebuilding America during these challenging economic times. We must begin to build on our momentum for important races scheduled for 2010 within our county, state and country. The elections in 2010 will have a major role in the electoral redistricting process as a result of the 2010 census.
Our DPRC Membership Committee is asking that all members get involved and recruit new members. Friends and relatives are a good place to begin to enlist new members. You might suggest it’s their patriotic and civic duty to answer our country’s SOS.

2009 Founders Day
After 40 years in Congress, Rep. David Obey said that he's just getting started when it comes to making things happen in Washington for the average American.
"We're going to do our damnedest for this country," Obey said during the annual Wisconsin Democratic Party's Founders Day dinner, where he was this years keynote speaker, and honoree. "We're going to, in the end, put government back on the side of regular average Americans."
Obey, at 70 is now the third most senior member of the House. He spoke about his party's commitment to approving major legislative measures to reform the nation's health care system, fight global warming and continue to help revive and restore the economy.
"Republicans may call us a lot of things," he said. "They may call us Socialists, they may call us liberals, boo, scary. One thing they ain't going to call us anymore, they ain't going to call us a do-nothing Congress."
State party chairman Joe Wineke told a story about visiting Washington in the 1990s when Obey offered to show him around the city one night after a gathering with other Wisconsin Democrats.
"We think he's going to show us the monuments," Wineke said. "And he starts showing us all the homeless people sitting on the grates in the city. There's this whole other side of society, and someone has to defend them."
Obey is one of those people who champions the rights of the little guy in Washington, Wineke said.
Obey, who grew up in Wausau, was a Republican in his early years but switched party allegiances before graduating from high school when he witnessed right-wing backers of Joseph McCarthy attack his history teacher. He entered the state Assembly at the age of 24.
He was elected to the U.S. House at age 30 during a special election in 1969 to replace Republican Rep. Melvin Laird, who resigned his seat to become Richard Nixon's Defense Secretary.
Months later, Obey landed a seat on the powerful House Appropriations Committee, where he now serves as chairman on a panel that controls discretionary spending by the federal government. The job is considered one of the most influential positions in Washington.
Republicans have been critical of Obey in recent months for his work on a nearly $800 billion economic stimulus bill, which they argue won't do enough to turn around the economy.
Democrats included a message from President Barack Obama on the invitations for the dinner, which praised the Wisconsin lawmaker for his "fierce intelligence and great courage."

What Is The Middle Class?
The middle class is more than an income bracket. Over the past fifty years, a middle-class standard of living in the United States has come to mean having a secure job, a safe and stable home, access to health care, retirement security, time off for vacation, illness and the birth or adoption of a child, opportunities to save for the future and the ability to provide a good education, including a college education, for one’s children. When these middle-class fundamentals are within the reach of most Americans, the nation is stronger economically, culturally and democratically.Most Americans identify themselves as middle class. Yet DMI is concerned not only with those who currently enjoy a middle-class standard of living, but also with expanding the middle class by increasing the ability and opportunities of poor people to enter the middle class. The middle class is strengthened when more poor people are able to work their way into its ranks. In a nation that is increasingly polarized between the very wealthy and everyone else, DMI sees the poor and middle class as sharing many of the same interests. Simply put: what strengthens and expands the middle class is good for America.
According to, The Middle Class.org web page, Congressman Paul Ryan earned an “F”. Congressman Ryan’s score was tied with Congressman James Sennsenbrenner for the poorest ranking of all of Wisconsin’s elected federal legislators.
